How about putting a passive growth factor for pop?

I think that for an active account (say someone that logs once every 72 hrs at least) there should be a passive pop growth rate, if albeit a low one. It would better simulate growing cities instead of just building that add population to your nation.

Many people will also point out that such a factor would make the strong players stronger and will deter new players from joining to long term servers, to that i suggest a few modifiers:
let us assume that with tech or an act of a higher power the maximal base growth rate is 5%/day,
than i would think that corruption will work on growth rate as well - the more corrupt your system the less birth and immigrants would happen.
Also, if you have more than X people in your nation, than you get to a state of over population (like freemasons ;))
and your growth rate is reduced.

A fun side effect of this could be new instances rewards that boost growth rates - a baby boom after defeating the storm pirates for example.

Good idea, we will probably add some kind of dynamic population in the future :)
